On May 26, 2020, the Department of Transportation (DOT) released its “Framework for DOT’s Return to Normal Operations” (Framework), which describes DOT’s plans to transition in phases back to normal operations after establishing a posture of maximum telework during the public health emergency associated with COVID-19. In response to a request from the Chairman of the House Subcommittee on Government Operations, OIG will conduct an assessment of DOT’s framework to (1) determine the extent to which it is in accord with guidance for safe reopening from the Office of Management and Budget and Office of Personnel Management and incorporates advice from the Centers for Disease Control, General Services Administration, and Occupational Safety and Health Administration; (2) identify the initial actions DOT has taken to transition personnel safely back to their normal duty stations.
