On April 14, 2017, Douglas Edwards, chairman of the board and former CEO of Santa Clara Waste Water Company (SCWWC), Oxnard, California, pleaded no contest and was sentenced in the Superior Court of California, Ventura County, to 36 months’ probation and ordered not to seek employment at any company that performs environmental services in California. He also agreed to pay $350,000 in restitution for improperly storing incompatible chemicals, failing to provide proper protective devices to employees, and failing to update a hazardous materials inventory.

In July 2010, Congress enacted the Improper Payments Elimination and Recovery Act (IPERA to encourage the elimination of payment errors, waste, fraud, and abuse in Federal programs. The Federal Government intensified its efforts to eliminate improper payments made from Federal program funds, including wrong amounts, duplicate payments, and payments with insufficient documentation, by issuing Executive Order 13520.

The Federal Transit Administration (FTA) receives approximately $2 billion in annual appropriations for its discretionary Capital Investment Grant (CIG) program, which funds a range of transit projects, including heavy, commuter, and light rail. FTA’s three western regions in Denver, San Francisco, and Seattle oversee CIG program New Starts projects—new construction projects valued at $300 million or more and improvement projects valued at $100 million or more—with Federal investments of almost $8 billion.

In 2009, the Federal Aviation Administration (FAA) developed a small business procurement vehicle known as Electronic FAA Accelerated and Simplified Tasks (eFAST), which offers a broad range of professional and support services. As of December 2016, more than 520 small businesses have been prequalified and hold agreements under eFAST to potentially provide prime contractor services in one or more of eight functional areas. The total maximum value of these agreements is $7.4 billion over a 15-year period.

On April 28, 2017, Thomas L. Burse, owner of Buveck Consultants, LLC, Milwaukee, Wisconsin, was sentenced in U.S. District Court, Milwaukee, to 3 years’ probation and 6 months’ home confinement. He also was ordered to pay more than $54,000 in restitution. He previously pleaded guilty to mail and wire fraud on January 31, 2017.

The Office of Inspector General is initiating an audit of the Federal Aviation Administration’s (FAA) oversight of Airport Improvement Program (AIP) grant funding. The AIP is FAA’s largest grant program and provides approximately $3 billion per year to commercial and general aviation airports. Our objectives will be to (1) assess whether AIP grant payments are supported and valid and (2) evaluate FAA’s implementation of eInvoicing in AIP.

On April 24, 2017, Arnold Gerald Leto III was sentenced in U.S. District Court, Los Angeles, California, to 10 months in Federal prison and ordered to pay a $5,500 fine for operating an aircraft in air transportation without an airman certificate. He pleaded guilty to these charges in October 2016.

On April 20, 2017, Frank DeCarlo pleaded guilty in U.S. District Court, Central Islip, New York to an information charging the receipt of bribes by a public official. DeCarlo is a former wood shop supervisor with the U.S. Merchant Marine Academy, Department of Public Works.

On April 20, 2017, David L. Biersmith was charged and pleaded guilty to making false statements and health-care fraud in U.S. District Court, Kansas City, Missouri, related to fraudulent medical examinations of commercial truck drivers and veterans. Biersmith was the owner and president of Industrial Medical Center (IMC) in Independence, Missouri.
