On July 19, 2023, the U.S. District Court for the District of Guam sentenced Spares, Inc., a machine shop located in Florence, Oregon, to 5 years of probation, a $8,500 fine, a $400 special assessment, and a forfeiture of $945,165.89 less the value of tools and equipment used to manufacture aircraft parts forfeited by Spares. On April 20, 2023, Spares pleaded guilty to one count of aircraft parts fraud.

On July 12, 2023, the U.S. Attorney's Office for the Northern District of Ohio entered into a civil settlement agreement with Oglesby Construction, Inc. Oglesby agreed to pay $942,146.40 to resolve false claims allegations.

On July 11, 2023, the U.S. District Court for the District of Maryland sentenced Richard Allen Boyd to 24 months of incarceration, 24 months of supervised release, and a $300 special assessment. On March 29, 2023, Boyd pleaded guilty to conspiracy to commit bank and wire fraud and violation of the International Emergency Economic Powers Act (IEEPA).

On July 12, 2023, the U.S. District Court for Puerto Rico convicted and sentenced Elvin M. Ortiz-Landron, former owner of Arlet Aviation, LLC, for falsifying a FAA Authorized Release Certificate. Arlet Aviation was a former FAA-approved repair facility. Ortiz was sentenced to pay a $2,500 fine and a $25 special assessment.

On June 30, 2023, the U.S. Attorney’s office for the Eastern District of Michigan filed an information charging F. Allied Construction Company, Inc. (Allied), an asphalt paving company; Andrew Foster, Allied President; and Kevin Shell, Allied Vice President of Estimating, for conspiring to commit bid-rigging.

On June 29, 2023, the U.S. District Court for the Southern District of Ohio sentenced Michael Puehler to 36 months of probation and a $200 special assessment. On February 2, 2023, Michael Puehler pleaded guilty to one count of falsification of records and one count of receiving an illegal gratuity by a public official. The investigation revealed that in September 2018, Puehler falsified an airman certificate and rating application for a flight instructor in exchange for payment while knowing the instructor did not satisfactorily complete any of the renewal requirements.

In January 2023, Chair Maria Cantwell of the Senate Commerce, Science, and Transportation Committee requested that we review the Federal Aviation Administration’s (FAA) compliance with congressionally mandated aviation safety reforms within the 2020 Aircraft Certification Safety and Accountability Act (ACSAA). This request highlighted 10 specific sections of ACSAA that the Committee considered especially important in light of its work on the upcoming FAA reauthorization, including several related to the certification of the Boeing 737 MAX aircraft.

On June 30, 2023, in the U.S. District Court for the Central District of California, pilot Trevor Daniel Jacob pleaded guilty to obstructing a Federal investigation. The court accepted Jacob's guilty plea and set sentencing for September 11, 2023.

On June 22, 2023, the U.S. District Court for the District of Idaho sentenced Kelly Goodman for honest services wire fraud. Goodman was sentenced to 24 months imprisonment, a $5,000 fine, and a $100 special assessment. The investigation revealed that between December 2017 and May 2020, Goodman accepted numerous bribes, totaling at least $38,000, for giving passing scores on the Idaho commercial driver’s license (CDL) skills test.
 
This was a joint investigation between DOT-OIG and the Federal Bureau of Investigation.
