On November 16, 2023, the Federal Highway Administration (FHWA) suspended Asphalt Specialists, Inc., and Daniel Israel, the former president and part-owner of Asphalt Specialists, from participating in all federally funded procurement and non-procurement programs.
 
On September 20, 2023, the U.S. Attorney's Office for the Eastern District of Michigan filed an information charging Israel with conspiring to commit bid-rigging. Subsequently, on October 30, Israel pleaded guilty for conspiring to rig bids for asphalt paving contracts in Michigan.

The Federal Information Security Modernization Act of 2014 (FISMA) requires Federal agencies to implement information security programs. The act also requires agencies to conduct annual independent reviews to determine the effectiveness of their programs and report the reviews’ results to the Office of Management and Budget (OMB). To meet this requirement, the Surface Transportation Board (STB) has requested that we perform its fiscal year 2024 FISMA review.

On January 5, 2024, the U.S. District Court for the Western District of Washington sentenced Christopher Harris to 8 months of Federal imprisonment, 3 years of supervised release, a $200 special assessment, and $426.75 in restitution to the victim. In October 2023, Harris pleaded guilty to aiming a laser pointer at an aircraft.

On January 3, 2024, the Morris County Superior Courthouse in Morristown, New Jersey, issued a Pretrial Intervention (PTI) Order to Jeremy Hayes, a New Jersey Transit (NJT) employee. Pursuant to the PTI's terms, among other conditions, Hayes must remain under probation officer supervision for 1 year. At the conclusion of the year, the pending charges against Hayes will be dismissed if Hayes complies with the PTI's conditions. Hayes was also ordered to serve 20 hours community service, forfeit any stolen train horns, and pay $125 in court assessments.

Over 3.3 billion tons of hazardous materials (hazmat) are transported annually across the United States. The Pipeline and Hazardous Materials Safety Administration (PHMSA) is responsible for advancing the safe transportation of these materials and administers several hazmat safety-related grants to support this mission. To fund these grants, the Infrastructure Investment and Jobs Act (IIJA) authorized PHMSA to expend over $46 million annually from hazmat shipper and carrier registration fees collected under the Hazardous Materials Emergency Preparedness (HMEP) Fund.

The Government Charge Card Abuse Prevention Act of 2012 requires us to report to the Office of Management and Budget (OMB) on the implementation of recommendations made to address findings from audits of the Department of Transportation’s (DOT) charge card programs. In fiscal year 2020, we issued one report on DOT’s purchase card program, and in fiscal year 2021, we issued one report on DOT’s travel card program. All charge card recommendations have been closed, except for two travel card recommendations that remain open with target actions dates of January 31, 2024.
