What We Looked At 
This report presents the results of our quality control review of Allmond & Company LLC’s (Allmond) management letter for its audit, conducted under contract with us, of the Great Lakes St. Lawrence Seaway Development Corporation’s (GLS) financial statements for fiscal year 2023. The management letter discusses two internal control matters that Allmond was not required to include in its audit report.

On January 17, 2024, the U.S. District Court for the District of Massachusetts sentenced Neta Centio to 15 months in prison, 1 year of supervised release, forfeiture of $19,305, a $10,000 fine, and a $100 special assessment. Centio pleaded guilty on August 21, 2023, to one count of conspiracy to commit honest services mail fraud.

On January 16, 2024, Cindy McAleese pleaded guilty in the U.S. District Court for the Northern District of New York to conspiracy to commit offense against the United States. As outlined in court filings, McAleese—a civilian contracting officer with the U.S. Army since 2012 and stationed at Fort Drum, New York—received and accepted tangible and intangible things of value for official acts performed on behalf of conspirator Sean O'Sullivan and O’Sullivan’s business, Sierra Delta Contracting LLC (SDC). On January 11, 2024, Bruce Israel, former vice president and part owner of Asphalt Specialists, Inc., pleaded guilty in the U.S. District Court for the Eastern District of Michigan to involvement in two conspiracies to rig bids for asphalt paving services contracts in Michigan.

On January 8, 2024, the U.S. District Court for the Western District of Michigan sentenced Dustin Rhine to 12 months of probation, a $2,000 fine, and a $100 special assessment. Rhine had previously pleaded guilty to conspiracy to violate the Clean Air Act. In April 2023, Rhine was charged along with 10 other individuals and 3 companies for their involvement in a scheme to disable the emissions controls on hundreds of semi-trucks.

On December 14, 2023, William Liebisch pleaded guilty in the Northern District of Georgia to one count of interference with a flight crew. A federal grand jury previously indicted Liebisch on December 6, 2022.
 
The investigation revealed that on November 11, 2022, Liebisch knowingly interfered with the flight crew’s duties on Frontier Flight 1761 by assault and intimidation. Specifically, Liebisch carried two box cutters aboard the aircraft and told at least one passenger that they intended to stab someone.

On December 7, 2023, Andres Diaz and Nicole Chiong,owners of Soho Alliance, LLC, and J-Spec Garage, LLC, pleaded guilty in the Criminal Court for Miami-Dade County, Florida to one count of organized scheme to defraud in the amount over $20,000 but less than $50,000. Diaz and Chiong were each sentenced to 5 years of probation, $10,000 in restitution, and a $598 special assessment.

On December 4, 2023, a grand jury in the Northern District of Oklahoma indicted Bruce Ryan Forbes on two counts of making a false statement and one count of obstructing a Government proceeding. The indictment alleged that, from about August 27, 2022, to on or about September 30, 2022, Forbes made false statements to the National Transportation Safety Board (NTSB) about the cause of a plane crash. The indictment also alleged that, on or about October 2, 2023, Forbes made a false statement to a Special Agent of DOT-OIG about the cause of a plane crash.

On November 21, 2023, a grand jury in the District of Maryland indicted Sean Michael Kusterer for unlawfully operating an unmanned aircraft system (drone) and using it to interfere in wildfire response, operating an unregistered aircraft, and serving as an airman without an airman’s certificate.
 
The indictment alleges that on or about April 4, 2023, Kusterer operated a drone that recklessly interfered with wildfire suppression and law enforcement and emergency response efforts related to wildfire suppression.
