On November 8, 2023, a grand jury in the Western District of Missouri indicted Sammy Adam Joseph on multiple counts of theft of Government property and money laundering. Joseph is the owner of Adams and Joseph, Inc., which operates two gas stations in the Kansas City, Missouri area. The indictment alleged that Joseph received nearly $1.9 million in 2020 and 2021 under the Economic Injury Disaster Loan (EIDL) Program, which was established by the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

On November 7, 2023, the U.S. Attorney for the Eastern District of Kentucky filed an information charging Morgan J. Wiljanen with unlawfully operating an air common carrier while under the influence of alcohol. The information states that on or around March 21, 2023, Wiljanen was under the influence of alcohol while piloting Air Evac Flight 79, an air ambulance helicopter operated by Air Evac, Inc., from Corbin, Kentucky, to Richmond, Kentucky.

On November 16, 2023, the U.S. District Court for the Middle District of Alabama sentenced Kevin Neslund to 24 months of probation and a $100 special assessment. In August 2023, Neslund pleaded guilty to knowingly aiming the beam of a laser pointer at a Dale County, Alabama Sheriff's Office helicopter, jeopardizing the safety of police officers and the public in Slocomb, Alabama.
 
DOT-OIG conducted this investigation with the Sheriff’s Offices of Dale and Geneva County, Alabama, with assistance from FAA.

On November 13, 2023, Anthony Rendon pleaded guilty in the U.S. District Court for the Northern District of Georgia to an information charging Rendon with attempted assault and interference with a flight crew. Rendon was previously indicted by a Federal grand jury in November 2022.

On October 30, 2023, the U.S. District Court for the District of Maryland sentenced Supreme Jones, a former Customs and Border Protection (CBP) officer, to 5 years of probation and a $50 special assessment. On the same date, Jones pleaded guilty to two counts of entering an aircraft or airport security area in violation of security requirements.

On October 23, 2023, in the U.S. District Court for the Western District of Michigan, James Sisson pleaded guilty to conspiracy to violate the Clean Air Act. In April 2023, Sisson was charged along with 10 other individuals and 3 companies for their involvement in a scheme to disable the emissions controls on hundreds of semi-trucks. Tampering with or removing emissions controls can drastically increase the emissions of nitrogen oxides, particulate matter, carbon monoxide, and non-methane hydrocarbons found in vehicle exhaust.

OIG is conducting an ongoing audit related to air carrier flight delays and cancellations, originally announced on February 21, 2023. Due to the breadth of data collected by both the Federal Aviation Administration and the Bureau of Transportation Statistics (BTS) on flight delays and cancellations, we are adjusting our audit to focus on the reliability of the flight delay and cancellation data collected by BTS. Our revised audit objective is to assess the controls BTS has in place to ensure the completeness and accuracy of on-time performance and reported causes data.
