On March 15, 2023, the U.S. District Court for the District of Utah convicted Davor Kovacevic and Zlate Balulovski for wire fraud and money laundering and sentenced each to 4 years of probation, a $200 special assessment, and a total of $308,049 in restitution. Additionally, Kovacevic was ordered to forfeit $549,034, and Balulovski was ordered to forfeit $554,967. Kovacevic, Balulovski, and co-conspirator Ryan Mower were indicted in October 2019.

On March 9, 2023, the U.S. District Court for the Middle District of Tennessee sentenced Diana Threadgill to 12 months of probation, a $5,000 fine, $846 in restitution, and a $25 special assessment in connection with a multi-year grant fraud scheme. Threadgill was the former Executive Director of the Mississippi River Corridor Tennessee (MRCT), a non-profit organization which was previously based in Memphis, Tennessee. In July 2022, Threadgill pleaded guilty to theft of Government funds.

In accordance with the Accountability of Tax Dollars Act of 2002, we are initiating an audit of the Surface Transportation Board’s (STB) financial statements for fiscal years 2023 and 2022. The objective of this audit will be to express an opinion on whether STB’s financial statements are fairly presented, in all material respects, in conformity with accounting principles generally accepted in the United States.

On March 28, 2023, the Inspector General testified before the House Appropriations Transportation, Housing and Urban Development, and Related Agencies Subcommittee on the top management challenges facing the Department of Transportation. The Inspector General focused on three cross-cutting areas: (1) safety improvements, (2) stewardship of infrastructure spending, and (3) new transportation and workforce concerns.

We queried and downloaded 60 single audit reports prepared by non-Federal auditors and submitted to the Federal Audit Clearinghouse between October 1, 2022, and December 31, 2022, to identify significant findings related to programs directly funded by the Department of Transportation (DOT).

On March 7, 2023, FHWA suspended Dennis Ferreira, a former Superintendent at Barletta Heavy Division, Inc., from participating in all federally funded programs and projects. In December 2022, Ferreira pleaded guilty in the U.S. District Court for the District of Rhode Island to making false statements in connection with a federally funded highway project.

Pursuant to the Government Corporation Control Act of 1945, as amended, we are initiating an audit of the Great Lakes Saint Lawrence Seaway Development Corporation’s (GLS) financial statements for fiscal years 2023 and 2022. We have engaged Allmond & Company, LLC (Allmond), an independent public accounting firm, to conduct this audit subject to our oversight. Our audit objective will be to express an opinion on whether GLS’s financial statements are fairly presented, in all material respects, in conformity with accounting principles generally accepted in the United States.

On March 1, 2023, the Federal Highway Administration (FHWA) debarred Stamatios Kousisis from participating in all federally funded programs and projects through December 25, 2024. In August 2018, Kousisis and his employer, Alpha Painting & Construction Co., Inc., were found guilty of wire fraud and related charges in a multimillion-dollar disadvantaged business enterprise fraud scheme. The scheme targeted the Pennsylvania Department of Transportation (PennDOT) and involved two federally funded contracts totaling over $120 million.

Under contract with us, KPMG, LLP reviewed the Department of Transportation’s (DOT) fiscal year 2021 compliance with the Digital Accountability and Transparency Act of 2014 (DATA Act). In its audit report, KPMG made four recommendations, two of which were repeat recommendations from a prior year. KPMG performed follow up testing on its recommendations, pursuant to DATA Act requirements. KPMG found that one of its 2021 recommendations could be closed, and we have closed that recommendation.
