On February 6, 2024, Gurtej Singh pleaded guilty in the U.S. District Court Southern District of Ohio to conspiracy to commit wire fraud. On January 11, 2024, the U.S. Attorney for the Southern District of Ohio filed a superseding information charging Singh, who owned and managed several trucking companies in Ohio and California.

On February 6, 2024, a grand jury in the Northern District of Georgia indicted Roderick Billingslea for wire fraud and the falsification of records in a Federal investigation. The indictment alleges that Billingslea devised a scheme to defraud the Small Business Administration (SBA) by using false statements and fraudulent pretenses related to a loan/grant request for CARES Act funds. As a result, Billingslea wrongfully received $564,363.

On January 25, 2024, a grand jury in the District of Massachusetts indicted Gary Cederquist, Calvin Butner, Perry Mendes, Joel Rogers, Scott Camara, and Eric Mathison in a 74-count indictment for conspiracy to falsify records, conspiracy to commit extortion, extortion, honest services mail fraud, falsification of records, false statements, and perjury.

On December 27, 2023, the U.S. Attorney for the Eastern District of Michigan filed informations charging Asphalt Specialists, LLC (ASI); Al's Asphalt Paving Company, Inc.; and Edward Swanson, former vice president, president, and part-owner of Al's Asphalt, with conspiring to commit bid-rigging. According to the informations, the companies and individual entered into and engaged in a combination and conspiracy with other co-conspirators to suppress and eliminate competition by agreeing to rig bids for contracts to provide asphalt paving services in Michigan.

What We Looked
We performed a quality control review (QCR) on the single audit that MSL CPAs and Advisors performed for the Greater Orlando Aviation Authority’s (GOAA) fiscal year that ended September 30, 2022. During this period, GOAA expended approximately $178 million from U.S. Department of Transportation (DOT) programs. MSL determined that DOT’s major program was the Federal Aviation Administration’s Airport Improvement Program.

On February 5, 2024, a criminal complaint was filed in the U.S. District Court for the District of Maryland charging Matthew Hebert with illegally operating an unmanned aircraft system (drone). According to the complaint, Hebert unlawfully operated a drone during the National Football League’s AFC Championship Game on January 28, 2024, in an unsafe manner without possessing a remote pilot certificate and without registering the drone. Due to the drone’s incursion, the game was temporarily suspended for safety reasons.

On January 23, 2024, the Federal Highway Administration (FHWA) suspended Bruce F. Israel, former vice president and part-owner of Asphalt Specialist, LLC, from participating in all federally funded procurement and non-procurement programs. In November 2023, the U.S. Attorney for the Eastern District of Michigan filed an information charging Israel with conspiring to commit bid rigging.

The objective of this audit will be to express an opinion on whether FAA’s financial statements are fairly presented, in all material respects, in conformity with accounting principles generally accepted in the United States. We have engaged KPMG LLP, an independent public accounting firm, to conduct this audit subject to our oversight.
