The Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety, has regulatory authority over siting, design, construction, operation, and security of liquefied natural gas (LNG) facilities. The Agency regulates 151 LNG plants in 38 States and territories, and oversees those plants in conjunction with State pipeline safety offices. PHMSA’s oversight responsibilities for LNG facilities may increase, as the U.S.

On October 9, 2018, FTA suspended Potomac Construction Company Inc. (PCCI) and its vice president, Hardutt Singh. The suspension followed Singh’s September 4, 2018, indictment in the Circuit Court, Prince George’s County, Maryland, on one count of attempted bribery.

On October 9, 2018, the Federal Transit Administration (FTA) debarred Richard Brega, owner of Brega Transport and Brega D.O.T. Maintenance Corp., for a period of 3 years. The basis for the debarment was Brega’s May 2, 2018, Federal conviction on multiple fraud, bribery, and theft charges. Prosecutors charged Brega with billing the Rockland County Board of Cooperative Educational Services (BOCES) for services that were never performed and bribing a BOCES official.

On October 3, 2018, Jerome Lauzon, a former Professional Engineer 1 for the New York State Department of Transportation (NYSDOT), was indicted by a Federal grand jury in Albany, New York, on one count of theft concerning programs receiving Federal funds. The charge is related to the federally funded NYSDOT highway rehabilitation project known as the Route 4 Road Reconstruction Project.

On October 2, 2018, the Federal Transit Administration (FTA) suspended and proposed to debar Andrew Nolan based on his August 3, 2018, conviction in U.S. District Court, Eastern District of Virginia. Nolan pleaded guilty to conspiring to commit wire fraud while working as the quality control manager for a subcontractor hired to produce concrete for Phase II of the Dulles Metrorail Project, which was partially funded by a loan from DOT.

On October 2, 2018, Derrious Dillon was sentenced in U.S. District Court, Jackson, Mississippi, to 24 months’ imprisonment, 12 months’ supervised release, a $1,500 partial fine, and a special assessment of $100 for his role in a fraudulent commercial driver’s license (CDL) skills testing scheme. Dillon previously pleaded guilty to aggravated identity theft on January 9, 2018.

On September 27, 2018, Nicholas Pifer pleaded guilty in U.S. District Court, Alexandria, Virginia, to aiming a laser at aircraft.

On October 18, 2017, he was captured on surveillance video at a gym parking lot in Sterling, Virginia, shining a laser at aircraft landing at Dulles International Airport, and he later admitted to doing so.

On September 27, 2018, Scott Pierson, an FAA administrative officer assigned to the Bradley Flight Standards District Office, Enfield, Connecticut, was indicted by a Federal grand jury in Hartford, Connecticut. He had been charged via criminal complaint with two counts of receiving and possessing child pornography. 

The indictment alleges that between approximately January 2018 and June 18, 2018, Pierson knowingly received and possessed material containing images and videos of child pornography. DOT-OIG agents arrested Pierson in July 2018.
