We began an audit of the Coast Guard’s capital investments, with a focus on the Integrated Deepwater Systems acquisition project. The Deepwater project is intended to replace or modernize all assets used in deepwater missions, which generally occur more than 50 miles offshore.

Arrest warrants were issued for 7 people charged with making false statements or misusing a social security number in order to gain employment at the Detroit (MI) Metropolitan Airport. OIG special agents participated in the arrests. Not counting today's arrests, OIG has participated in the arrest of 618 people, the indictment of 781 people (including those arrested) in 22 operations at 27 airports since 9-11.

We will begin an audit of FAA’s management and controls over national, regional, and local memorandums of understanding with the National Air Traffic Control Association NATCA. The audit will: (1) evaluate the process used by FAA’s Air Traffic line of business for negotiating, approving, and implementing agreements made outside the national collective bargaining agreement with NATCA, and (2) identify any potential cost or operational impacts of local, regional, and national memorandums of understanding.

We initiated an audit of the Federal Air Marshal (FAM) program, as requested by Congressman Peter DeFazio. The objective of this audit is to evaluate TSA’s policies, procedures, and controls for operating an effective and efficient FAM program. We will evaluate the selection and hiring process, training program, and scheduling on flights to ensure the Federal Air Marshals are properly trained and fully qualified to respond to incidents aboard aircraft. We will also evaluate management controls over the FAM program.

We released the second in a series of periodic updates of airline industry metrics. Based on data obtained from the Department, FAA, and Air Transport Association, we developed 24 metrics for monitoring airline industry trends related to domestic system demand and capacity, performance, finances, and air service at small airports. The metrics provide decision makers with past, present, and future indicators of domestic air service levels and the general state of the airline industry.

Randa Michelson pleaded guilty in U.S. District Court in Minneapolis, MN, to taking part in a conspiracy to illegally transport hazardous chemicals by truck. Falsely identified as nonhazardous, the chemicals—hydrogen peroxide aqueous solution and sodium hydroxide—can cause skin burns and irritation to the respiratory tract. Michelson was originally charged with co-conspirator and associate Jack Weaver, owner of Weaver Enterprises, a trucking brokerage firm in Chatsworth, GA, to conspiracy to transport undeclared hazardous materials and chemicals.

This follow-up audit of the Tren Urbano Rail Transit Project in San Juan, Puerto Rico will assess the: (1) reliability of the project’s current cost and schedule estimate; (2) reasonableness of the Puerto Rico Highway and Transportation Authority’s (HTA) financial plan for completing the project; (3) HTA’s efforts to resolve outstanding construction quality problems; and (4) plans and procedures for beginning revenue operations. HTA manages the Tren Urbano Rail Transit Project.

Edward Pannutti, a plant supervisor for Hardrives Paving & Construction, Inc., Youngstown, OH, was ordered by a U.S. District Court judge in Cleveland to pay $18,832 in restitution and put on probation for 1 year. Pannutti mailed a number of invoices containing false information about the quality and quantity of asphalt provided for Mahoning County (OH) highway work. Between 1993 and 1999, Hardrives’s owner and various employees engaged in racketeering, including bribery and mail fraud.
