Our review of the Springfield VA, Interchange Project found that project cost estimates have increased by $435.5 million—an increase of 180 percent since June 1994; construction problems have increased costs and could delay project completion; and
We initiated an audit in which we will evaluate the effectiveness of FHWA’s oversight of the management practices of state transportation departments, as well as evaluate FHWA’s risk assessment and review processes.
The Inspector General testified on transportation project delivery under TEA−21 at a hearing before the Senate Committee on Environment and Public Works.
