FHWA Suspends Michigan Survey Executives

On January 23, 2024, the Federal Highway Administration (FHWA) suspended Adam Ball, Andrew Semenchuk, and Jeffrey Bartlett, current and former executives of Surveying Solutions, Inc. (SSI), from being participants or principals in any covered transaction for a temporary period pending the completion of an investigation or ensuing legal or administrative proceedings.
On December 6, 2023, Ball, Semenchuk, and Bartlett were indicted on charges of wire fraud, conspiracy to commit wire fraud, and conspiracy to defraud the United States. The indictment alleged that Ball, Semenchuk, and Bartlett were awarded millions of dollars in construction and surveying contracts from the Michigan Department of Transportation (MDOT), which were funded almost entirely by Federal funds through DOT. It also alleged that statements made to MDOT and DOT included false claims that SSI qualified as a disadvantaged business which deceived MDOT into granting SSI contract preferences. Furthermore, the co-conspirators reported false and fraudulent employee costs, equipment, real estate, and IT expenses which artificially inflated payments MDOT made to SSI.
DOT-OIG is conducting this investigation with the Federal Bureau of Investigation, Bay City Field Office.
