Former Indiana Sheriff’s Deputy Charged and Arrested for NHTSA Grant Fraud
On October 17, 2023, Timothy Butcher was charged via a criminal information in the Lawrence Superior Court, Lawrence County, Indiana, with theft and official misconduct related to mismanagement of National Highway Traffic Safety Administration (NHTSA) grants. Butcher, a former deputy at the Lawrence County Sheriff's Office (LCSO), was arrested on October 26, 2023.
From 2017 until retiring in the spring of 2021, Butcher served as the NHTSA grant administrator for LCSO. After Butcher’s retirement, an audit revealed that the former deputy worked approximately 1,335 hours of overtime on NHTSA grants without submitting accurate or, in some cases, any, supporting documentation. Butcher unlawfully received approximately $41,672.06 by misrepresenting the number of hours worked on NHTSA grants.
DOT-OIG is conducting this investigation with the Indiana State Police.
