Four Employees of Florida Construction Company Charged for Aggravated Identity Theft

On September 6, 2023, a Federal grand jury in the Middle District of Florida indicted Allan Oseas Gomez Zelaya, Duglas Hernandez Valladares, Elieser Aurelio Gomez Zelaya, and Juan Ariel Molina Salles—employees of Florida construction company Archer Western-de Moya Group Joint Venture II—for aggravated identity theft, false claims to U.S. citizenship, and misuse of a social security number. The individuals, who are Honduran, non-U.S. citizens, used aliases and fraudulent documentation related to U.S. citizens to pass as U.S. citizens. While employed by Archer Western, the individuals performed work on the Federal Highway Administration-funded Gateway Expressway project in Pinellas County, Florida.
 
In September 2022, Juan Molina Salles, while operating a front loader, struck and killed a Pinellas County Deputy Sheriff at the Gateway Expressway. During the initial investigation, it was discovered that Salles and the other three indicted individuals, who were also present during the incident, had used false identities.
 
DOT-OIG is conducting this investigation with Homeland Security Investigations, Social Security Administration, Florida Department of Law Enforcement, Pinellas County Sheriff's Office and Custom Border Protection.
