Michigan Asphalt Paving Company and Two Individuals Plead Guilty in Major Bid-Rigging Case

On August 29, 2023, F. Allied Construction Company, Inc. (Allied), an asphalt paving company, and Andrew Foster, President of Allied, pleaded guilty in the US District Court for the Eastern District of Michigan to violating the Sherman Antitrust Act. On August 17, Kevin Shell, Vice President of Estimating at Allied, also pleaded guilty in the same court to violating the Sherman Antitrust Act.
 
According to the plea documents, Allied, Foster, and Shell participated in a conspiracy to suppress and eliminate competition by agreeing to rig bids for asphalt paving services in Michigan between June 2013 and June 2019 and July 2017 and May 2021.
 
DOT-OIG is conducting this investigation with the U.S. Postal Service-OIG.
