Michigan Asphalt Paving Company and Two Individuals Charged in Major Bid-Rigging Case

On June 30, 2023, the U.S. Attorney’s office for the Eastern District of Michigan filed an information charging F. Allied Construction Company, Inc. (Allied), an asphalt paving company; Andrew Foster, Allied President; and Kevin Shell, Allied Vice President of Estimating, for conspiring to commit bid-rigging. According to the Information, from approximately July 2013 through May 2021, Allied, Foster, and Shell entered into and engaged in a conspiracy with other companies and co-conspirators to suppress and eliminate competition by agreeing to rig bids for asphalt paving services contracts in Michigan.
 
DOT-OIG is conducting this investigation with the U.S. Postal Service OIG.
