Audit Initiated of FMCSA’s Oversight of MCSAP Grants for IIJA Projects
The Federal Motor Carrier Safety Administration’s (FMCSA) mission is to save lives and prevent injuries by reducing commercial motor vehicle crashes. To achieve this mission, the Agency promotes large truck and bus safety through collaboration, education, research, technology and compliance. FMCSA also provides financial support to State agencies for crash reduction through annual formula grants from its Motor Carrier Safety Assistance Program (MCSAP). The Infrastructure Investment and Jobs Act (IIJA) of 2021 authorizes over $2 billion in appropriations for MCSAP grants and up to $400 million in supplemental funds over 5 years, a 61 percent increase from the previous 5 years. We are initiating this audit given the substantial increase in MCSAP grant funding and the importance of FMCSA oversight of State plans to reduce crashes. Our audit objective will be to evaluate FMCSA’s MCSAP grant oversight activities.
