FHWA Debars Bridge Painting Project Manager

On March 1, 2023, the Federal Highway Administration (FHWA) debarred Stamatios Kousisis from participating in all federally funded programs and projects through December 25, 2024. In August 2018, Kousisis and his employer, Alpha Painting & Construction Co., Inc., were found guilty of wire fraud and related charges in a multimillion-dollar disadvantaged business enterprise fraud scheme. The scheme targeted the Pennsylvania Department of Transportation (PennDOT) and involved two federally funded contracts totaling over $120 million. Kousisis was sentenced to 70 months of imprisonment, 36 months of supervised release, and $18,600 in fines and fees.
 
DOT-OIG conducted this investigation with the Federal Bureau of Investigation, Department of Labor-OIG, and Amtrak-OIG, with assistance from FHWA and PennDOT.
