Audit Initiated of FAA’s Terminal Flight Data Manager
The Federal Aviation Administration’s (FAA) Terminal Flight Data Manager (TFDM) program intends to address a top FAA and industry priority to improve surface operations by more efficiently moving aircraft between airport gates and runways. FAA is currently testing and implementing core capabilities of TFDM, which has an estimated budget of $1 billion. However, in August 2022, FAA reduced the scope of TFDM deployment and delayed its planned completion date from 2028 to 2031. In light of concerns about TFDM deployment cost and schedule, the Chairmen and Ranking Members of the House Transportation and Infrastructure Committee and its Subcommittee on Aviation requested that we review FAA’s current implementation plan for TFDM. Accordingly, our objective will be to assess FAA’s progress in implementing TFDM, including its core capabilities.
