New York Companies and Owner Debarred by SBA
On December 21, 2022, the U.S. Small Business Administration (SBA) debarred Sean O'Sullivan, Sierra Delta Contracting, LLC (SDC), and SOS, Inc. (SOS) for a period of 3 years. In September 2021, O'Sullivan, the owner of SDC and SOS, pleaded guilty to conspiracy to commit wire fraud and to bribing a public official. The investigation revealed that O’Sullivan and a co-conspirator participated in a scheme to fraudulently obtain Government construction contracts set aside for service-disabled veteran-owned small businesses.
DOT-OIG is conducting this investigation with the Defense Criminal Investigative Service, Department of the Army-Criminal Investigation Division, SBA-OIG, and General Services Administration-OIG.
