On October 12, 2022, the Federal Highway Administration (FHWA) debarred Edward Stephen, former FHWA Division Administrator for West Virginia, from doing business with the Federal Government for 3 years. The debarment followed Stephen’s conviction for healthcare fraud in October 2020 and is retroactive from the date of suspension, November 26, 2021.
