Federal Highway Administration Debars Former Finance Director of Maine Nonprofit
On July 12, 2021, the Federal Highway Administration (FHWA) debarred Jessica Childs, former finance director of now-defunct Maine nonprofit Women Unlimited, for 3 years. On April 23, 2019, Childs pleaded guilty in U.S. District Court for the District of Maine to wire fraud. Between 2010 and 2015, Childs used an organization-issued credit card to make personal purchases and obtain cash advances without the organization’s knowledge or authorization. Women Unlimited provided on-the-job support services to the Maine Department of Transportation under a Federal-aid contract that included grant funding from FHWA.
DOT-OIG conducted this investigation with the U.S. Postal Inspection Service with substantial assistance from FHWA.
