Veteran Pleads Guilty to Forgery and Identity Fraud

On April 23, 2021, Philip Mungin pleaded guilty in U.S. District Court for the District of Maryland to one count each of forgery of military discharge certificate and identity theft. In exchange for payment, Mungin provided fraudulent military discharge certificates to individuals to use for military waiver applications for commercial driver’s licenses.
 
DOT-OIG is conducting this investigation with the Defense Criminal Investigative Service, assisted by the Maryland Motor Vehicle Administration.
 
Note: Indictments, informations, and criminal complaints are only accusations by the Government, and all defendants are presumed innocent until proven guilty.
