Pennsylvania Water Management Company Sentenced for Clean Air Act Violations
On April 20, 2021, the U.S. District Court for the Middle District of Pennsylvania sentenced Rockwater Northeast, LLC, to $2 million in criminal fines and a $12,400 special assessment. Rockwater Northeast LLC, a Pennsylvania-based company, provides water management services to companies in the oil and gas industry. The company pleaded guilty to 31 counts of violating the Clean Air Act by tampering with the emissions systems on 31 company-owned heavy-duty diesel trucks and installing “defeat devises” that disabled truck emissions diagnostic systems.
DOT-OIG conducted this investigation with the Environmental Protection Agency–Criminal Investigation Division. The Federal Motor Carrier Safety Administration and Pennsylvania State Police provided substantial assistance.
