North Carolina Man and Company Indicted for Antitrust Violation, Wire Fraud, and Mail Fraud

On October 20, 2020, a grand jury in the Eastern District of North Carolina indicted Brent Brewbaker and Contech Engineered Solutions LLC (Contech) on charges of bid rigging, mail fraud, wire fraud, and conspiracy to commit wire fraud.
 
The indictment alleges that Brewbaker and Contech conspired for nearly a decade to rig bids for aluminum structure projects to facilitate drainage underneath or around paved roads, bridges, and overpasses—funded by DOT and the North Carolina Department of Transportation (NCDOT). Contech and Brewbaker were also charged with defrauding NCDOT by submitting bids that were falsely held out to be competitive and free of collusion and using the U.S. Postal Service (USPS) and email to carry out their scheme.
 
DOT-OIG is conducting this investigation with USPS-OIG.
