Former FHWA Division Administrator Sentenced for Federal Health Care Fraud

On October 20, 2020, the U.S. District Court for the Southern District of West Virginia sentenced Edward Stephen to 24 months’ probation, with the first 6 months confined to home detention; a $10,000 fine; and $108,411.59 in restitution. On June 10, 2020, Stephen pleaded guilty to one count of Federal health care fraud. The investigation revealed that from 2005 until 2017, while working for FHWA, he fraudulently enrolled extended family members in his Federal health care plan.
