FAA Debars Hawaiian Engineering Company President
On May 8, 2020, the Federal Aviation Administration (FAA) debarred Frank James Lyon, president of Lyon Associates, Inc., from participating in Federal nonprocurement and procurement transactions for 3 years.
Lyon was sentenced on May 13, 2019, to 30 months’ imprisonment, 36 months’ supervised release, and a $100 assessment fee after previously pleading guilty to Federal program fraud and conspiracy to violate the anti-bribery provisions of the Foreign Corrupt Practices Act. Between 2006 and 2016, Lyon and his co-conspirators bribed officials in the Federated States of Micronesia and the State of Hawaii in exchange for contracts valued at more than $10 million.
DOT-OIG is conducting this investigation with the Federal Bureau of Investigation (FBI).
