Michigan Airport Contractor Sentenced for Conspiracy To Commit Wire Fraud

On September 25, 2019, Gary Tenaglia, former owner of Envision Engineering & Maintenance, LLC (Envision), pleaded guilty in U.S. District Court, Detroit, Michigan, to conspiracy to commit wire fraud. He was sentenced to 14 months’ imprisonment, $950,000 in restitution, a $50,000 fine, and a $100 special assessment.
 
Between May 2011 and June 2014, Envision contracted with WCAA to provide maintenance for DTW’s blue deck parking structure. A June 30, 2014, WCAA conducted an internal audit that revealed that Tenaglia and Envision had fraudulently charged WCAA approximately $1.5 million for the application of a deicing substance that Envision did not apply. In addition, between 2012 and 2014, Tenaglia and at least two other individuals allegedly conspired to commit wire fraud. Specifically, Tenaglia emailed a false invoice from a co-conspirator purporting to show that Envision had purchased the deicer when it had not.
