On May 15, 2019, Paul Hurley was sentenced in U.S. District Court, Detroit, Michigan, to 24 months’ probation and a $10,000 criminal fine. He was charged on October 15, 2018, with misprision of a felony after an investigation revealed he had knowledge of wire fraud and did not inform the proper authorities. Hurley, of Washington Township, Michigan, had a business relationship with Gary Tenaglia, who was charged by information on April 16, 2018, with conspiracy to commit wire fraud.
Tenaglia was the former owner of Envision Engineering & Maintenance, LLC (Envision). The information alleged that between May 2011 and June 2014, the Wayne County Airport Authority (WCAA) awarded contracts to Envision to provide maintenance for the Blue Deck parking structure at the Detroit Metropolitan Airport. In June 2014, an internal WCAA audit revealed that Tenaglia and Envision fraudulently charged WCAA approximately $1.5 million for the application of a deicing substance, which Envision did not apply. Furthermore, between 2012 and 2014, Tenaglia and at least two other individuals allegedly conspired to commit wire fraud. Specifically, Tenaglia emailed a false invoice from a co-conspirator that claimed Envision had purchased the deicer when it had not.
