Pennsylvania Bus Company President Pleads Guilty

On March 22, 2019, You Guo Yang, former president of Asia Tours, Inc., pleaded guilty in U.S. District Court, Harrisburg, Pennsylvania, to causing the transmission of Form MCS-150—Motor Carrier Identification Report—to the Federal Motor Carrier Safety Administration (FMCSA) with the intent to distribute the proceeds of an unlawful activity.
Yang and 13 others were indicted in March 2016 for their roles in the multi-State scheme to fraudulently operate commercial bus companies. Yang is the tenth defendant to plead guilty in this case.
 
The investigation revealed that Yang and his co-defendants formed, controlled, managed, and operated numerous bus companies and routinely falsified MCS-150 reports and applications for operating authority. They concealed both the identities of the people who operated the companies and the unsafe condition of the buses. Additionally, the defendants falsified FMCSA-regulated records related to bus safety, maintenance, and driver qualifications to impede FMCSA inspections and reviews.
 
DOT-OIG is conducting this investigation with the Department of Homeland Security–Homeland Security Investigations and the Pennsylvania Attorney General’s Office, with substantial assistance from FMCSA.
