FTA Debars Former Quality Control Manager for Wire Fraud Conspiracy Related to Dulles Metrorail Project

On December 21, 2018, the Federal Transit Administration (FTA) debarred Andrew Nolan from participating in federally funded procurement and nonprocurement programs for 3 years. This decision was based on Nolan’s August 2018 conviction for conspiracy to commit wire fraud while he worked as the quality control manager for a subcontractor hired to produce concrete for Phase II of the Dulles Metrorail Project.
 
Between approximately 2015 and June 2016, Nolan and quality control employees under his supervision falsified test records to make it appear as though air content for the concrete was within the required range. The general contractor for the Dulles Metrorail Project would have rejected the concrete had it known the material fell below the required air content.
 
DOT-OIG is conducting this investigation with the Federal Bureau of Investigation (FBI).
