New York Contractor Agrees to Civil Settlement
On November 2, 2018, Dandrow Painting, Inc. (Dandrow), Plattsburgh, New York, entered into a civil settlement agreement with the U.S. Attorney’s Office, Northern District of New York. Dandrow agreed to pay $350,000 to resolve allegations of improper billing on federally funded bridge cleaning and sealing projects.
The agreement states that between January 1, 2011, and December 31, 2016, Dandrow provided bridge cleaning and sealing services pursuant to contracts with the New York State Department of Transportation (NYSDOT). Many of the contracts were funded, in part, by the Federal Highway Administration (FHWA) and required Dandrow to apply concrete sealant to bridge decks at a specified application rate. During the period of time identified above, Dandrow failed to purchase sufficient quantities of sealant to meet its contractual obligations.
DOT-OIG conducted this investigation with the New York State OIG and the NYSDOT Investigations Bureau.
