Construction Company Employees Indicted for Using False Social Security Numbers To Acquire Healthcare Benefits

On August 14, 2018, six employees of Southern Concrete and Construction (SCC)—Josue Eduardo Maas Aparicio, Julio Cesar Rojas Vasquez, Fredin Cordon-Gonzalez, Jose Martinez, Luis Isaguirre-Cortes, and Noe Galvez Mungia—were indicted in U.S. District Court, Anderson, South Carolina. The employees were previously arrested and charged via criminal complaint after an investigation revealed they had provided false Social Security numbers to obtain healthcare benefits through SCC, a certified, woman-owned Disadvantaged Business Enterprise (DBE) in Anderson, South Carolina. SCC is currently the prime contractor on at least five DOT-funded projects totaling $1,751,517 and a subcontractor on projects totaling $2,984,142.50—all located in South Carolina.
 
DOT-OIG is conducting this investigation with the Department of Labor OIG and Homeland Security Investigations, Department of Homeland Security.
