Alabama Chiropractor Pleads Guilty to Scheme To Falsify DOT Medical Examinations

On June 13, 2018, Dr. Kenneth Edwards pleaded guilty in U.S. District Court, Montgomery, Alabama, to one count of conspiracy to commit wire fraud. He had been charged with submitting falsified DOT-mandated CDL medical examinations to FMCSA’s National Registry.
 
Through his chiropractic office in Phenix City, Alabama, Edwards conspired with his employees, Joann Bush and Andrea Daigle (neither of whom were authorized to perform DOT medical examinations), to charge drivers for medical examinations performed by Bush and Daigle. They uploaded the results to FMCSA, certifying that Edwards himself performed the examinations.
 
DOT-OIG is conducting this investigation with assistance from the Alabama Law Enforcement Agency, Department of Labor-OIG, and FMCSA.
