FTA Debars Former Illinois Mass Transit Executive Director from Federal Contracting

On December 8, 2017, the Federal Transit Administration (FTA) debarred Kami Miller from participating in Federal procurement and nonprocurement programs for a period of 3 years. Miller is the former executive director of East Central Illinois Mass Transit District (ECIMTD), based in Paris, Edgar County, Illinois.
 
On August 15 and 18, 2017, in U.S. District Court, Urbana, Illinois, Miller was charged with and pleaded guilty to mail fraud. She admitted that between 2009 and 2012, she utilized an ECIMTD credit card to make personal purchases, which she misrepresented as ECIMTD expenditures so they would be paid for with grant monies. Miller agreed that the loss amount was $20,489.67. ECIMTD, which received grant funds from FTA, serves the transportation needs of senior citizens, medical patients, and other underserved populations in Edgar County and surrounding areas.
 
DOT-OIG conducted this investigation with the Federal Bureau of Investigation (FBI).
