Former Pennsylvania Transit Operations Manager Debarred for His Role in Grant Fraud Scheme
On August 2, 2017, the Federal Transit Administration (FTA) debarred Robb Alan Henderson, former operations manager at Luzerne County Transportation Authority (LCTA), Pennsylvania, for a period of 2 years related to his plea and State conviction for tampering with public records.
In December 2015, FTA suspended Henderson from doing work with the Federal Government. His suspension was based on a criminal complaint filed by the Pennsylvania State Attorney General’s Office which charged him with falsely inflating senior citizen bus ridership data. In addition, the U.S. Attorney's Office requested that DOT-OIG review FTA data to determine if Federal dollars were affected by the scheme. FTA had provided grant funds to LCTA to develop and maintain public transportation systems. After DOT-OIG conducted an extensive review of LCTA, FTA, and National Transit Database documents, the investigation revealed that only State funds had been affected by this scheme.
