Pennsylvania Trucking Company Official Sentenced in a Reincarnated Carrier Case

On February 1, 2017, Vitalii Vitiuk, an associate with VN Trucking, Inc., was sentenced in U.S. District Court, Philadelphia, Pennsylvania, to 36 months’ probation for his role in a reincarnated carrier scheme. Previously, Volodymyr Kurylo, former owner of VN Trucking and AV Trinity, Inc., was sentenced to 10 months’ imprisonment and 36 months’ supervised release, and ordered to forfeit $34,959 and pay a $3,000 fine for his role in this scheme.
 
From approximately June 2014 through September 2015, Kurylo and Vitiuk conspired to unlawfully produce identification documents—including Pennsylvania non-commercial learner’s permits and driver’s licenses, commercial driver’s license (CDL) permits, and CDLs—in furtherance of a reincarnated carrier scheme. As part of the scheme, they conspired to provide false residency documents to VN Trucking’s CDL students who resided outside of Pennsylvania. This enabled the CDL students to illicitly obtain Pennsylvania non-commercial driver’s licenses, the precursor to obtaining CDL permits and CDLs from the State.
