Drug and Alcohol Testing Contract Employee Debarred

On October 5, 2016, Donald Brown of Abingdon, Maryland, was debarred from participating in Federal aid grants and contracts by the Office of the Secretary (OST). The debarment is effective for a period of 3 years, retroactive to August 22, 2016.

Brown was a drug-and-alcohol test examiner for DOT contractor Examination Management Services, Inc. During his employment, Brown intentionally fabricated an alcohol test for a Federal Air Marshal employee and submitted the fraudulent test results to the U.S. Government.

DOT-OIG conducted this investigation with the Transportation Security Administration’s Office of Inspection and with assistance from OST’s Substance Abuse Awareness Testing Office.

Note: A suspension or debarment frequently covers a specific period of time. Please consult the System for Award Management to determine whether a company or individual is currently suspended or debarred.
