Aide to Former Illinois Governor Fined $1 0,000 for Participation in Scheme to Divert State Resources

On October 10, Richard Juliano, an aide to former Governor George Ryan, was sentenced in U.S. District Court in Chicago, Illinois, on a mail fraud charge related to his participation in a scheme to divert state government resources for political purposes. Juliano was sentenced to pay $10,000 in fines, 4 years probation with 3 months in work release and serve 350 hours of community service.

Juliano, a former Secretary of State employee, was involved in a scheme to divert State of Illinois personnel, equipment and supplies for the benefit of Citizens for George Ryan, Sr., the campaign committee of the former Illinois Secretary of State and Governor, at the direction of Scott Fawell, former Ryan Chief of Staff. Juliano was charged on April 2,2002 and plead guilty on April 18,2002. Our nvestigation, titled "Operation Safe Road," was conducted jointly with the U.S. Postal Inspection Service, the IRS, and FBI.
