Andrea Nossaman
As Assistant Inspector General for Strategic Communications and Programs, Andrea Nossaman oversees a variety of activities that provide strategic value, critical advice, and mission support across DOT OIG. The Office of Strategic Communications and Programs encompasses several, frequently interdependent program areas with high external and internal impact, including Budget and Financial Management; Government and Public Affairs; Civility, Diversity, and Inclusion; Communications; Organizational Development; and Administrative Professional and Executive Assistant Services.
Ms. Nossaman has deep and diverse DOT OIG experience, starting her career here in 2004 as an intern in the policy office. She then worked within the Office of Aviation Audits for several years, making significant contributions to audit reports and leading the development of high-profile testimonies and other products dealing with critical aviation issues. Collaborating with staff across DOT OIG, she strived to ensure the agency issued high-quality products to the public and Congress, while leading and growing the writing team and developing and providing training to OIG staff. In 2017, she was promoted to Chief Communications Officer and formed DOT OIG’s Communications Team—expanding communications and design services to a broader, agency-wide customer base. In this role, she served as a trusted advisor to senior executives, managers, and staff on high-level speeches and testimony, agency-wide issues, and messaging to Congress, the Secretary of Transportation, and the American public. She also directed development and rebranding of critical agency documents, helped develop key policies and procedures, and improved business processes.
Her work has been recognized by numerous awards, including some of OIG’s highest, such as Superior Achievement and Meritorious Service, for superior skill and innovative thinking in leading and producing exceptional DOT OIG products.
Ms. Nossaman holds a bachelor of arts in English, magna cum laude, from George Mason University with a concentration in nonfiction writing and editing and a minor in psychology.
