<title>DOT Top Management Challenges for FY 2010</title>

<description>On November 16, we issued our annual report on the top management challenges facing the Department in FY 2010. The issues comprising this years report are:  maximizing the Departments transportation economic recovery investments; enhancing surface safety programs to reduce injuries and fatalities while defining a new federal role in transit safety; maximizing Federal surface infrastructure investments by helping states better allocate resources and proving effective oversight; addressing human factors and strengthening the  regulatory and oversight framework for aviation safety; moving toward the Next Generation Air Transportation System and improving performance of the National Airspace System; improving contract management and oversight; enhancing the ability to combat cyber attacks and improving the governance of information technology resources; developing a funding framework for the next surface transportation reauthorization; strengthening the Departments acquisition workforce; and successfully implementing the newly created multibillion dollar highspeed intercity passenger rail program.This report was included in the Departments Performance and Accountability Report, as required by law.</description>

<title>Top Management Challenges Facing the Department of Transportation</title>

<description>On March 10, 2009, the Inspector General testified on DOTs top management challenges before the House Subcommittee on Transportation, Housing and Urban Development, and Related Agencies. The Inspector General focused on short and longterm actions that DOT should take to maximize investments in transportation and ensure transportation safety. The Inspector General also noted that the $48 billion for Department programs associated with the American Recovery and Reinvestment Act adds new challenges to longstanding ones. Thus far, DOT has proactively responded to the recovery program, particularly by creating the Department Transportation Investment Generating Economic Recovery (TIGER) team to coordinate DOTwide efforts. This past year, DOT also made progress on a number of important fronts. These include commissioning several new runways to improve capacity within the National Airspace System; committing to datadriven, riskbased oversight of bridge safety; and receiving a &amp;ldquo;clean&amp;rdquo; opinion on DOTs financial statements. However, the Inspector General emphasized that more remains to be done in the areas of maintaining the safety of the traveling public, relieving congestion, and establishing longterm financing mechanisms for aviation and surface transportation programs. The Inspector General highlighted several specific focus areas for DOT: (1) building an effective acquisition workforce to ensure that the goals of the economic recovery program are achieved; (2) establishing effective contracting mechanisms and financial practices to facilitate sound business decisions, ensure returns on investment, and avoid wasteful spending; (3) reforming mechanisms to prevent fraud, waste, and abuse; (4) developing comprehensive oversight of highway and transit investments; (5) enhancing FAAs ability to provide oversight of a dynamic aviation industry; (6) addressing obsolescence in the Nations aging surface infrastructure and enhancing surface safety programs; and (7) ensuring solvency in the Highway and Aviation Trust Funds to carry out its mission of enhancing mobility and reducing congestion. </description>

Our broad objective is to identify risks and oversight challenges associated with economic stimulus funding for transportation projects.</description>

<description>On November 17, we publicly released our annual report on the top management challenges facing the Department in FY 2009, as required by law. The issues comprising this years report are:  enhancing aviation safety and maintaining confidence in FAAs ability to provide effective oversight of a rapidly changing industry; enhancing mobility and reducing congestion in Americas transportation system; developing a plan to address projected highway and transit funding shortfalls; maximizing the return on current highway and transit infrastructure investments; operating the National Airspace System while developing and transitioning to the Next Generation Air Transportation System; protecting against increasing cyber security risks and enhancing the protection of personally identifiable information; preventing catastrophic failures and obsolescence in the nations aging surface transportation infrastructure; improving contract operations and maintaining procurement integrity; and enhancing and deploying programs for reducing the serious consequences of surface transportation crashes. This report was included in the Departments FY 2008 Performance and Accountability Report.</description>

He highlighted key challenges facing DOT in the following three crosscutting areas: (1) strengthening oversight to ensure surface safety and make the most of the Federal investment in highway and transit projects; (2) enhancing the safety of the Nations aviation system; and (3) reducing airline delays, meeting anticipated demand for air travel, and addressing challenges for operating, maintaining, and modernizing the National Airspace System.</description>

<description>On March 6, the Inspector General testified before the House Appropriations Transportation Subcommittee regarding the major issues facing the Department in terms of linking program requirements and budgetary resources for the short and long term, challenges in the areas of aviation and surface safety, and getting the most from our Federal transportation infrastructure dollars. The Inspector General identified three crosscutting areas: (1) establishing funding requirements for FY 2008 and beyond for aviation and intercity passenger rail;(2) transportation safety; and (3) contract, grant, and project oversight.</description>
